Advance Authorisation (often called an advance licence) lets an exporter import inputs without paying customs duty, as long as those inputs are used to make goods that are exported. It is issued by DGFT under Chapter 4 of the Foreign Trade Policy 2023, based on standard input-output norms (SION) or ad hoc norms. Import Export Advisor prepares the application, norms and export obligation closure, and quotes after reviewing your product.

- Exporters with confirmed or regular export orders
- Businesses already holding an RCMC
Not what you need if
- Exporters with very small or irregular import content, where duty drawback is simpler
- Merchant exporters who do not control manufacturing, unless tied to a supporting manufacturer
What documents are needed for Advance License?
We send an exact checklist for your business type before filing. Typically you will need:
- IEC and RCMC
- Product description, HS codes and input-output details
- Applicable SION or technical details for ad hoc norms
- Class 3 DSC
- Export orders or projections
How does Advance Authorisation work?
DGFT issues an authorisation listing the inputs and quantities you may import duty-free and the export obligation you must meet. You import the inputs, manufacture and export, then file for redemption to close the authorisation.
- 01Assess input-output norms
- 02Prepare and file the application on DGFT
- 03Import inputs duty-free and complete exports
- 04File for export obligation discharge and closure
What are the risks of Advance Authorisation?
If the export obligation is not met in time, the duty saved becomes payable with interest. Careful norms, records of input consumption and timely closure are what keep it safe.

Advance License: frequently asked questions
Is an advance licence the same as Advance Authorisation?
Yes. Advance licence is the older name; the Foreign Trade Policy calls it Advance Authorisation.
Do I need an RCMC for Advance Authorisation?
Yes, an RCMC is generally required. See RCMC registration.
Can I claim drawback on duty-free inputs?
No. Drawback refunds duty paid, so it does not apply to inputs imported duty-free. See Advance Authorisation vs duty drawback.
How much does the Advance Authorisation service cost?
We quote after reviewing your product and norms, because the work varies a lot between cases.
