RoSCTL (Rebate of State and Central Taxes and Levies) is the Ministry of Textiles scheme that refunds embedded state and central taxes on exports of apparel and made-ups, classified under ITC (HS) chapters 61, 62 and 63. The rebate is issued as a transferable e-scrip on ICEGATE. Import Export Advisor checks eligibility, generates and tracks your RoSCTL scrips for a flat ₹999 professional fee. As of October 2026 RoSCTL is extended to 31 December 2026.

Who is RoSCTL Scrip Service for?

Right for you if

  • Garment exporters
  • Home textile and made-ups exporters (bed linen, towels, curtains)
  • Textile exporters unsure whether RoSCTL or RoDTEP applies to a product

Not what you need if

  • Yarn, fabric and other textile products outside chapters 61 to 63, which fall under RoDTEP

What documents are needed for RoSCTL Scrip Service?

We send an exact checklist for your business type before filing. Typically you will need:

  • ICEGATE login and Class 3 DSC
  • Shipping bills with the RoSCTL claim declared
  • HS codes of the exported products

Which products are covered by RoSCTL?

RoSCTL covers garments under chapters 61 and 62 and made-ups under chapter 63 of the ITC (HS) classification. Other textile products, such as yarn and fabric, are covered by RoDTEP instead.

Is RoSCTL extended beyond September 2026?

Yes. On 30 September 2026 the Ministry of Textiles extended RoSCTL from 1 October to 31 December 2026, with existing rates and guidelines.

The ministry reported that more than 15,400 exporters across over 444 districts, mostly MSMEs, used the scheme in 2025-26. What happens after 31 December 2026 has not been announced as of 16 October 2026; we update this page when it is.

How are RoSCTL scrips claimed?

The claim is declared on the shipping bill, processed by Customs after export, and then generated as an e-scrip on ICEGATE. We verify eligibility, generate the scrips and follow up on any shipping bill that is held.

  1. 01Verify HS codes and shipping bills
  2. 02Generate scrips on ICEGATE
  3. 03Follow up on held claims
  4. 04Scrip delivered to your ledger

What the ₹999 fee includes

Government and council fees, where they apply, are stated before filing. Compare every fee on the pricing page.

RoSCTL Scrip Service: frequently asked questions

What is the difference between RoSCTL and RoDTEP?

Both refund embedded taxes, but RoSCTL is only for apparel and made-ups in chapters 61 to 63, and RoDTEP covers other products. See RoDTEP vs RoSCTL.

Can RoSCTL scrips be transferred?

Yes. RoSCTL e-scrips are transferable and can be used to pay basic customs duty or sold to importers.

Is RoSCTL available in 2026?

Yes, extended to 31 December 2026 as of the 30 September 2026 announcement.

Can I claim duty drawback along with RoSCTL?

Drawback on imported inputs is a separate scheme and can generally be claimed on the same export. We check each product line.
