RoSCTL applies only to apparel (ITC HS chapters 61 and 62) and made-ups (chapter 63) and is run by the Ministry of Textiles. RoDTEP applies to other exported goods, including textile products outside those chapters such as yarn and fabric. A product gets one or the other, not both. As of October 2026, both schemes are extended to 31 December 2026.
How do RoDTEP and RoSCTL differ?
The deciding factor is your product's HS chapter.

Which scheme applies to a cotton exporter?
It depends on what is shipped. Cotton shirts (chapter 62) and bed linen (chapter 63) get RoSCTL; cotton yarn and woven cotton fabric fall outside chapters 61 to 63 and get RoDTEP.
Can one product get both?
No. A product line is covered by one scheme. An exporter shipping both garments and fabric claims RoSCTL on the garments and RoDTEP on the fabric.
